Tax Incentives: How to Avoid Disqualifying Yourself From Receiving The Cash

This panel will discuss best practices when setting up your production so as to make certain you have done everything correctly to make your show eligible to receive the cash, as well as how to maximize the benefit from the jurisdiction where you are working.


Susan Leber
, named one of Variety’s "Producers to Watch", is a NYC based independent producer. She recently produced Michael O’Shea’s The Transfiguration which premiered at Un Certain Regard Cannes 2016 and Brian Shoaf’s Aardvark, starring Zachary Quinto, Jenny Slate and Jon Hamm which premiered at Tribeca Film Festival 2017. Previous credits include Sundance premieres Ilya Chaiken’s acclaimed Margarita Happy Hour, teen drama Toe to Toe, and Debra Granik’s award-winning Down to the Bone. Leber was supervising producer on Gillian Robespierre’s hit Obvious Child and served as co-producer on her follow up Landline (Sundance 2017). She also produced cult horror The Roost by Ti West and co-produced Hello I Must Be Going, starring Melanie Lynskey. Leber line produced JC Chandor’s Oscar Nominated Margin Call, Naomi Foner’s Very Good Girls starring Dakota Fanning; Mitchell Lichtenstein’s period horror Angelica (Berlin 2015), and co-produced Learning to Drive starring Ben Kingsley.

Alexandra MacDowell
is the Senior Vice President of Production Management at A+E Networks and oversees budgets from hundreds of suppliers that make content for History, A&E, Lifetime, LMN and FYI. She has been at A+E Networks since 2001. Previously, MacDowell worked at several Viacom networks as well as many independent production companies. She is a graduate of Cornell University and The Lawrenceville School and resides on the Upper West Side of Manhattan.

Fred Siegel, CPA
is an indie film, tax, and business consultant and founder of Fred Siegel, CPA, specializing in key tax and business issues for producers and dealing with the business of film. Fred has worked for over 20 years with independent filmmakers and their development and production companies, film financing companies, film funds, and creative professionals. His experience includes working on numerous independent films, including Winters Bone and Boys Don't Cry, and with acclaimed filmmakers such as Christine Vachon, Debra Granik, and Paul Mezey, as well as filmmakers in earlier stages of their careers.

Scott Brant
(Moderator) manages Production Incentive Administration at EP Financial Solutions. During his eight year tenure at EP, Brant has administered over 100 projects in both domestic and international jurisdictions including California, Georgia, Illinois, Louisiana, New York, New Mexico, New Zealand and Pennsylvania.  Before joining EP, Brant worked in production accounting for Universal, Warner Brothers, Disney, 20th Century Fox, and Sony in many incentive states.
